Yesterday, I shortly spoke with an American newbie who recently arrived in LOS and noticed in his pp very clearly and not only in his pp but also on his departure card a 2 year Stamp to Stay without any visa whatsoever. Since he wants to stay longer than 30 days I told him that I would not feel comfortable with it and therefore suggested to him to get in touch with Thai Immigration. Or did I overlook anything?

Would be interesting if you can still find the guy and scan that page in his passport.  When did he enter Thailand and at what PoE?
