My sister is living in Paris and wants to take her pet Chihuahua to phuket to stay for a few months.

the dog only weights 2 1\2 lb like a bag of sugar, very small?..........

the question im asking is, is there any restrictions bringing the pet from France and is it possible for her to have the dog travel with her in the plane its self?....

There is a pinned topic at the top of this Pets subforum discussing how to import a dog here. It's really not very hard and I foresee no problems for your sister. I have seen passengers on airplanes conveying small pets with them in the cabin. Your sister will need to check with her airline as regards their policy.

I think the most important question you need to find the answer to (I don't have it) is, will your sister have any problems returning to France with the dog, once it's travelled overseas. Particularly to a country that has occasional avian flu outbreaks.

Here is the pinned thread lanna is referring to. And I agree, she won't have any difficulties importing the dog but returning to france with the dog could be very difficult. I suggest she contact the French govt about this before making any decisions to travel with her dog.
