Nothing fancy, just like the moterbike taxi guys really. 2nd hand would be perfect. Also what sort of documentation would you need to use one? The cheapest scooters are those little 2 stroke 50cc jobbies. Not going to win you any drag races, but you asked for cheap. I would be leery of a second hand bike in Thailand, since it appears to me that Thais, in general, prefer to maximise their investment by driving it as long as possible. Add to that questionable service records and what may seem to be too good of a deal is probably just that; too good. The documentation you'll need is just what you'd need back in your home country.
