I know the Penang Thai Consulate will be closed on Nov. 12 for Loy Kratong, however, is it just that day or do they close for the whole week, or what?

Probably just the one day, unless there are any Malaysian holidays that week.

Checked KL embassy website and it does not show Loy Kratong Nov. 12 as being a holiday.

Loy Krathong is not even a public holiday in Thailand. Better double check with Penang consulate.
