Are you certain you've copied everything down correctly? For what it's worth and remembering I am just a learner of Thai too, it does not make much sense to me. At present I make of it something like:

A/The real registration does not [would not] lack extending my name.

If I were you I would re-check the source, and if it was indeed correct as you wrote it, then wait for a better explanation from somebody who understands Thai better than I do.

From my understanding, I would say," The registration book is genuine and the registration has not yet expired. I renewed it under my name or it is registered under my name.
