I was beginning to worry and got an emergency ballot at the consulate, just in case (on Tuesday). Anyway, the reason I'm writing is to let you know there is a great service... http://www.overseasvotefoundation.org/ExpressYourVote I just printed out my "FREE" FedEx International Priority Way Bill. So no need to spend any money if shipping from Thailand, and if you drop off your Ballot by October 29th, they will guarantee delivery. Hope that is some help to those Americans living in Thailand.
