Okay i figured it out myself, if anybody else needs to know how here is how i did it...

1. Download Saysettha Unicode and open it.

2. Download your keyboard lay out and LaoSTEA.icns from here:

http://idisk.mac.com/thgewecke-Public?view=web

3. Put the keyboard layout in user>library>keyboard layout folder.

4. Log out and log in again

5. Check it in your international input menu

Now you should have Lao language on your Mac. I am not sure if anybody will ever find this useful but I like to share my solutions when I start threads asking questions. I get sort of irritated when people edit and add "never mind I figured it out" with out saying what they did.
