Does anyone know if a UK (SKY) satellite system can be used in Thailand and

how to locate the satellite.

In a word no. The astra satelite is over the horizon so can't be seen from Thailand and the signal is directional with the footprint aimed at Europe anyway so even if you were in a position in Asia to 'see' the satelite the signal is going in the wrong direction to be picked up.

Sumrit is quite right. What you may sometimes hear is the claim to be able to receive the package in an indirect way. Some people get a partner in say the UK to use a device such as the Slingbox Pro or Sony LF-PK1, which will allow a remote user to receive a TV signal via broadband. However limited bandwidth means the picture quality isn't that good. Some of the channels on the Sky package are also carried by other satellite providers but the options that can be received in Thailand aren't very attractive. If money was no object Multichoice Africa might be about the best.
