If it is that important, a trip to Chiang Mai is needed. AIS are trialling 3G there, otherwise no one else has permission to use the 3G equipment.

Just a warning check with AIS before you book your trip as they may be using non-standard frequencies for 3G so you will need one of their handsets, the only carrier with a standard 3G frequency permit is DTAC, and they do not have permission to import the equipment yet.
