As far as I know Sadao is the most common point of entry/exit near Hat Yai. There is a (limited) bus service to the Hat Yai market. Also a number of van services run from there. However, if there is no bus service available, just position yourself on the main road outside the immigration and I am sure there always someone to 'help' you getting to Hat Yai for a fee.

Furthermore, there are van services from Penang to Hat Yai (Train station). Last time (long time ago) around 200 baht. They will do the border procedures. Depending on your nationality, 15/30 day visa exempt is available.

Look for these services in Chulia Street (Penang).

You can also go through Pedang Bessar. There is a mini bus from there to Hat Yai. When I used to do my border runs I always went there. The Mini Bus was 40 Baht, but that was 4 years ago.

Why do you worry about visa on arrival when you are coming from Penang? The Thai Embassy is down there in penang you can easily get a 2-month visa. The immigration checkpoint from penang to Hatyai is Bukit Kayu Hitam. There are vans running from penang to Hatyai at 30 ringgit.

After you get your passport stamped at Kayu Hitam, you arrive at Hatyai in about 30-40 mins.

You cannot get a visa on arrival at the Kayu Hitam immigration checkpoint, nor at Pedang Bessar. See here for the list of countries whose nationals qualify for a visa on arrival and the list of immigration checkpoints where the visa on arrival is available:

That is probably becaue so many people post on here calling a visa exempt entry a visa on arrival he just got a little confused when a person posted that wanted an actual visa on arrival.
