Your best bet would be Perth. They are reported as being a lot more friendly. Can do by post.

Give them a ring and ask. http://www.thaiembassy.org.au/address.asp

I believe Brisbane is also an option.

However, would Perth accept postal applications from outside WA, especially in areas where other Thai consulates are located? They'd probably tell you to apply in Adelaide if you live in SA or in Brisbane if you live in QLD. A phone call would maybe save heartache later!!

Normally honorary consulates don't care where the applications come from, They are not restricted by area.

Official Thai conulates do often have zones that they take care of.

For example Hull in the UK will take an application from wnywhere within the UK,
