Kindly help me on this:

I stayed in Thailand with the tourist visa for 90 days. Then, I went to Laos and got double entry tourist visa. I came back to Thailand (so, I used one tourist visa). Can I go to my home country and come back to Thailand by using the rest of the visa from double entry?

Some people told me that if we stayed in Thailand for 90 days and went back to home country. Then, we are not allowed to apply Thai visa again within next 90 days.

There is no limitation on obtaining or using visas or visa exempt entries. So if your visa is still valid after your trip home you can use it to enter Thailand again. You just have to be sure to use before the visa expiration date.

Yes, you can go home and return to Thailand using the second entry of a double-entry Tourist Visa, provided the visa is not expired. You can use Tourist Visas to entry Thailand as often as you want.
