You do not say what Visa you want but KL or Penang seem to be favourite.

Note that KL are apparently asking to see 100k Baht in a Thai bank before issuing a multi :D

On what basis? Marriage? Visiting friends? Retirement? Single or multi entry?

Penang reportedly has a user friendly Thai Consulate. Posters have reported success in getting non-immigrant visas there. Mind you, things change on a daily basis.

KL is a good bet for a multiple based on marriage, but reportedly they want to see some money in a Thai bank a/c (we could be talking over B100K)

Depending on where you are, the easiest places to get a non-o based on whatever reason, is in a Thai embassy within the Western hemisphere (i.e. Europe/America). For example, in the UK the Thai embassy was only asking me for the marriage certificate, the appropriate completed application form, and £100. Please check with the Thai embassy in your country.
