Manilla is a no-go, very unfriendly. You would stand a better change of getting a multiple non-O in a neighbouring country. Based on what would you like to apply? (Thai wife, retirement, family and friends)

Theoretically yes, actually well it depends, they put me through the wringer, wanting more and more documents and being very officious in their dealings with me, if you do a search on this forum you will find a few horror stories, if you do apply for it, I would suggest contacting the embassy in Manilla to find out what they require as they sometimes want some more docs than is stated on the website

Is it your home country? It is probably the last place most people would what to try for any type of visa from almost all reports here. It is often "we need this" followed by "we also need this" with the end game being you give up.
