I saw this word in a magazine today: "เนติบริกร" but I cannot find it in any dictionary that I have. However the prefix "เนติ-" is defined as "นิติ", meaning "law". And, Lexitron says that the word บริกร is related to "พนักงานเสิร์ฟ" (an employee who serves); D-S says, "service personnel, attendant, waitress".

Does the full term, "เนติบริกร", then, mean "law clerk"?

Thank you, Khun Agent, for that reference. After more looking, I found the term in the RID's "Dictionary of New Words", page 89. Turns our that the word is a neologism:

เนติบริกร น. นักกฎหมายที่ใช้วิชาความรู้ทางกฎหมายเอื้อประโยชน์ให้นักการเมือง เช่น อาจารย์ชื่อดังคนนี้ได้รับฉายาว่าเนติบริกรเพราะทำงานได้ตามคำสั่งของนักการเมือง

"เนติบริกร" [political counsel] (noun) an attorney who uses his legal knowledge to obtain benefits for politicians. Example: This well-known professor has the reputation of being a political counsel because is able to do what politicians order him to do.

The word "เนติบริกร" means a person, organization, or group which is able to participate in political (activity) and whose function is to provide legal services to persons in power.

First question: The definition in Wikipedia is a bit more cynical than that found in the Dictionary of New Words. My question is, then, is this word used in a positive sense or a pejorative sense?

Second question: What is the English equivalent for "เนติบริกร". I cannot think of any equivalent term if the word is meant to be pejorative. Words that might be equivalent are "legal counsel"; "legislative aide"; "attorney-lobbyist"; "political counsel", etc. None of these carry a particularly negative connotation. Perhaps British English has a closer term.

The sample is so close to the situation. Back then the term was was directed to อ.บวรศักดิ์ and อ.วิษณุ two renown Law Prof. in Thaksin administration.

Trying to match up words! Yes, "politicians' disguised and unjust enrichment through the distortion of legitimate political and administrative processes" is a great definition for "ผลประโยชน์ทับซ้อน". However, for use in translation, we need something a bit snappier. How about words like, "political corruption"; "government corruption", "malfeasance", "use of public office for private benefit"; "graft"; "bribery", etc.
