Is This Is Normal?

A friend of mined who married to a local lady with 2 kids in tow and with one year

spouse visa has gone to the immigration department in Chiang mai to report him self

at the end of the his 3 months stay and was dully given 3 months extension from that

date,

3 weeks later he is about to leave Suvanaphum airport he is stopped and told that he should have

left the country 2 weeks a go and that he is in breach of his visa condition and had to pay B. 20,000

penalty for late departure,

producing the stamp he got in CM allowing him to stay longer than the departure date met with

blank faces informing him the stamp is wrong and that he should have know better and leave the

country on time,

He had to scurry around to put together the penalty on the moment notice and flew out,

Now what? is there a recourse to remedy the strange situation? what has gone wrong here?

who is to blame and who is at fault?

It's more like a misunderstanding on your friends part. Immigration don't give 3 month extensions on a marriage visa it's 30 days 'under consideration' then a full 12 months extension.

I suspect your friend thought that by doing a 90 day report he was going to get an extension, this just isn't the case. If he has a visa obtained from overseas he must leave the country every 90 days to get another permit to stay.

Penalty for a 3 week overstay should have been 10500 Baht.

It sounds like he has a multiple entry visa. And for some reason was able to to do a 90 day report which is not an extension. A multiple entry visa requires him to leave every 90 days.

I think he had been in overstay for much more than 3 weeks. It had to be 40 days (500 baht per day0) or more for him to of paid the max overstay fine.

More information is needed to give any more answers to your question.

That's what it sound like to me also. Actually, at CM immigration the sign in front of the window for doing 90 day reports that explains requirements, specifically states at the bottom in bold that this is not an extension to stay. Sounds like that error must be common. :)
