quick question that I would appreciate if I got an answer for.

if I go to an ATM in the UK that states free cash withdrawals with a Thai bank card and withdraw money, and I am charged 100 baht for this withdrawal (after checking my bank statement), who is the 100 baht going to? Does it go to the bank who'se ATM i'm using in the UK, or does it go to the Thai bank? (Or is there a split?).

If will go to the UK bank. The equivalent in Thailand is to withdraw 15,000 Baht and find that 15,150 has been processed by the Thai bank. I am not aware of any reciprocal arrangements for sharing this particular fee.

the thai bank is responsible for this charge.

NHJ is correct; this charge is set by the Thai bank and is collected by them when the debit is posted to your Thai account.
