War On Drugs No More Effective In Thailand Than Elsewhere

"Thailand’s 145 prisons are facing a serious overcrowding crisis. There are now 200,000 inmates, 60% of whom are incarcerated on drugs offenses."

Seems like drug wars are no more effective in LOS than other countries...why do countries bang their collective heads against the wall on this issue? Why not legalize, regulate, and tax the soft drugs like marijuana and opiates; and offer medical treatment for addicts who want it. At the very least, decriminalize personal use and possession and focus the police on production and trafficking.
