I know there are a few swedish restaurants in Pattaya that sells snus.. very expensive though. Unfortunately I don't remember the names of these places since I haven't been to Pattaya in 6 months or so. I guess you can ask at any swedish owned restaurant in the city and they will give you directions.

Sukhumvit - lower ground floor/basement shopping area below the Landmark Hotel - there is/was a specialist tobbaconist down there who sold brands from all over the world. I used to buy Gauloises ciggerettes there, but thats going back a couple years so I am not sure if he's still there or not.
