Where has the "there are no members talking in Live Chat" panel gone?

The chatroom is still there, you just have to access it from the link at the top of the page (near "blogs" "members" "forum rules" etc).

Is that what you needed or was it specificly that you wanted to be able to see who was there?

It used to be that you could 'see' who was in there. Just wondered why this facility has been removed.

Wouldn't it be a good idea for moderators to notify members that they have changed the forum - maybe I could be so bold as to suggest that they may even consult them prior to the changes - but I wouldn't wish to interfere in this moderators' club.
