I saw the above on an online site next to the shopping cart in place of the usual “add to cart”. Google translates it as:

"Enter portion of fermented fish taken"

I cannot find ตระกร้า in the dictionary, but I can find ตะกร้า (basket).

Doing my due diligence before posting a possibly stupid post, I can find หยิบใส่ตระกร้า next to the cart at another shopping site.

My conclusion is that it's not a misspelling but an alternate Thai way to say “add to shopping cart”. Does anyone know for sure? Does it relate to fermented fish?

ตระกร้า is a common misspelling of ตะกร้า "basket".

Colloquial Thai drops the ร and ล from consonant clusters (e.g. กร กล ตร ปล ปร, and ฟร ทร บร in loanwords). So this word is actually pronounced ตะก้า in informal speech. As a result, you get a lot of spelling mistakes due to the fact that people have trouble remember which syllables are supposed to be written with ร or ล and which aren't.

I have a pet theory that the single most common misspelled Thai word is กะเพรา "basil", because it's spelled กระเพรา or กระเพา on millions(?) of menus across Thailand. Just like with ตะกร้า > ตะก้า, in actual practice it's pronounced กะเพา. :)
