After the latest developments from Penang ie no longer issuing back to back tourist visas, I have arranged to get my name as a director on a company and the papers prepared to apply for a non-b. I have just come back from a border bounce (given 15 days to give me time to arrange the paperwork) while i was on the journey I met someone who was on the way back from Penang after having applied for a non-b and had ben given only a single entry. Ive since heard of another person who also only received a single entry 3 month with the same paperwork.

Does anybody know if this is just a case of Penang being difficult and knows of somewhere else to go where they are still issuing the 15 month visas? I need to tell my lawyer which embassy to address the application to, and don't want to travel to penang on the off chance they may give me the visa I want

Penang require the company to show 8M Baht capital to issue a Multi Entry Non B.

With or without a work permit? Do not believe any local Consulate will issue multi entry without a work permit.

With a WP3 you'll get a 3 months non-B everywhere.

With at least 8 months validity on WP you get one year non-B in KL.
