Hey David,

Seems to me that the sentence means: He probably read somebody else's [comments, letter, research] and assumed that [they] were mine.

ie. In this sentence the meaning is like ทึกทัก and not like the definition given in English for ตู่.

In this example, let's say พระบรมราชวินิจฉัย refers His Majesty's decisions/judgements. The complaint about the wording of the petition is that the writer is acting as if he or she has the discretion to make those decisions. This seems to fit pretty well with the English and Thai definitions you found for ตู่ (to wrongly claim as one's own, etc.). That's my reading, anyway.

Sorry David, I am sometimes a bit slow. Yes, the petitioners are being improperly presumptuous. That is a better way of reading ตู่ here than what I said.

Both ตู่ and ทึกทัก have the same meaning. ตู่ is always used in negative expression, ทึกทัก can be negative or positive, depends on context.
