I'm asking for a friend who is working in Udon- Does anybody know where he can get a non immigrant O 1 year visa closest to Udon thani, outside of Thailand? He's not able to in Laos. Can he in Cambodia?

I'm not sure what you mean by based on what. He has a nonimmigrant O that will expire soon and needs a new visa so he can continue to live and work in udon. He can't get it in vientaine laos and asks if anybody knows another embassy outside of thailand that is pretty liberal with issuing visa's to thailand.

For what reason was the "other" visa issued? Thai wife? Retirement? Thai Child? Visiting friends?

Without knowing his circumstances it is impossible to say. The nearest liberal Thai Consulate would be Perth Australia.

My friend has a multiple entry nonimmigrant O to visit his wife and friends.

If he is married to a Thai he can get a 1 year extension of stay. He will need to show 400K baht in the bank or prove income of 40K per month.

Or get a multiple entry in KL. He would need to show abut 100K in the bank to get the visa.

If he is not married then the nearest place is Perth.

If he is working legally and has a work permit he can also get a B visa in KL or an extension of stay at immigration.

If his Wife is Thai he should be able to get one in KL.Malaysia with proof of marriage and a bank book with some money in it. Always a good idea to take a letter from his Wife asking them to issue the Visa. Or even take the Wife.

Does he know he can get a 12 month extension from Immigration if he has 400,000 Baht in a Thai bank or 40,000 Bahr monthly income.

His thai wife and him just now decided to divorce, he has a work permit and is working legally. I'll pass this on to him Mon.

If they divorce he cannot get a Non Immigrant O based on a Thai wife, he can get a Non Immigrant B as he is working

Yes. Forget a lot of the above if they are divorcing.
