i have a double entry tourist visa and the first 60 days are used up and the month extension that i got at emmigration nearly up 7th sept.......so i have to do a border run........does that basically just mean crossing the border and then re entering? do i have to go to consulate or anything?

Cross border, enter other country and return. You must do this before the expiration date of your visa (not your current permitted to stay until date).

Cross a border and enter another country and return is all that is needed. You do have to enter the other country by entry and exit stamps being in your passport.

Be sure you do it no later than the day before your visa expires. Not your permit to stay date which is Sept. 7th.

You will have to get a Lao visa and enter the country. Then turn around and leave Laos and re-enter Thailand.

Yes. A Visa for Laos is around 1,500 Baht depending on Nationality. You can get it at the border.

do border guards mind people just leaving and then entering again in a short space of time like hours or minutes.....or is it normal enough and they dont mind

They don't seem to care. People do it all the time.

You could kill a little time in Laos by doing a bit of shopping at duty free.
