There were some recent posts on the JomTien Condo Homeowners Sue for Sea View thread about this. It appears to be a low-rise resort hotel similiar to the Avalon and the one next to VT3.

With the noise of the piling during the day, I'll bet that anyone staying in the south wing of Avalon will be pretty fed up.
