He needs a decent sized, one bedroom condo, tastefully decorated and furnished, with a sea view and swimming pool within the complex.

Pattaya/Jomtien are preferred locations

He would consider a two bed condo, depending on price.

This question gets asked frequently on many Pattaya boards.

Tell your friend that it's 100% a renter's market right now, and he would be silly to decide on a place based on internet communications or personal recommendations.

Advise him to book into a decent hotel for a week or two when he arrives, and then to do some leg work. At least he will KNOW what he is renting, and can negotiate the price based on what he has seen.
