All of the settings can be managed directly from the registry, though that's obviously not ideal. There might be some hacks out there to get it working. As mentioned, XP home doesn't support or have group policies and is why gpedit.msc is not packaged with it. TweakUI is a Microsoft free application that allows you to modify your user interface and other features. Again, not knowing what you are trying to use gpedit.msc for we can't help find alternatives.
