October 8, 200916 yr Also try the Classifieds on TV. Top of every page, next to the orange button that says "New: Thailand Directory". Lots of rental listings. Most with multiple photos, and descriptions. Scroll down to bottom where there are links for most cities. Click on Chiang Rai. You'll get just the listings for there.
October 9, 200916 yr You might want to look into Ing Doi (somewhat near the old airport). If you use the road that passes along the golf driving range by the old airport and head towards Buffalo Hill (Doi Khao Kwai), you will pass along Ing Doi where you can rent an appartment. They also have a decent swimming pool. You may have to have your own car because getting there on foot will take a while.

Depends.... depends on how busy they are, and they don't look busy at the moment, what sort of car you want, whether you want a driver.... Shop around, maybe you'll get it as cheap as a 200AUD week. Do a google search of THIS type of site.
