I make regular trip to chiangmai through tourist visa normally single entry if I decide to stay longer through multilple entry if I leave the country for a brief period do I void the tourist entry conditions or if I stay pay the normal fee 1900 baht at immigration office. The requirements for the Land & Transport to own a vehicle in your name, are that you be in posession of a "non immigrant" visa of any class. Never the less, I have heard of people managing to do this on a tourist visa. Don't go there on a monday :)
