It's good for travel until Feb. 28, 2010. This fare includes all taxes and fees and is about the lowest I have ever seen for this flight. It's difficult to purchase this flight online unless you are in the Philippines...it's best to go to one of their Bangkok based agents, Nancy Aviation on Suriwong being one of them. I don't think so as it's a pretty rinky dink affair as far as airports go. If you are staying in the Balibago entertainment district, however, you could surely find a place to exchange some money (bars, restaurants, and hotels come to mind) until the official money changers and banks open up in the morning.
