Since the immigration has moved to Chang Wattana (so its really out of the way), I'd been wondering if I can do my student re-entry visa on the Nong Kai-Laos border?

I did a search on TV, but nothing turned up (possibly my poor researching skills)....if anyone has a link to a previous post, that would also be equally appreciated.

No, border entry points do not issue re-entry permits. This means that you have to get it at your local immigration office, ie Chaeng Wattana if you live in Bangkok.

Thanks for the info....can re-entry permits be issued at the airport when flying out of the country? Or is it a strict 'issued at local immigration office' policy?

Only in extreme emergency would it be issued at airport - that desk has closed. You need to do it where you obtained your extension of stay - if on a visa entry at the immigration office serving the area you are in.
