How Can I Use My Samsung Tocco As A Modem?

I have ipstar for the internet but it frequenlty packs up. I want to use my mobile as a modem when this happens. I have telephoned one2call about this in the past but they always say there will ring back, but they never do.

I brought my Samsung Tacco in Europe. How do I go about using it as a modem?

How do I tether it to my computer and what number to I call? Is there a password?
