A Thai friend reports that a new law has just been passed that effectively makes an agricultural, pass-to-family-member-only sorporgor land title now like a chanote, allowing for (legal) buying and selling including changing the name on the title. If true, rural land ownership is going to be hugely effected. Anyone heard anything about this?

No and theres bundles of it at <10th the value of NS3G here so suspect its not going to be a clearcut law (wheres the tea money in that) but a plot by plot upgrade which can incur the fragrant grease.

KBB has it right. It is gov't policy to replace the various ownership docs with chanote. Also, it provides those with sitting rights (don't know the correct terminology) and various other rights, for which there is no documentation, the opportunity to apply for chanote. In November the Land Dept were supposed to be doing this in Pibulmangsaharn district, Ubol. Obviously, they will have been doing this in other provinces at the same time, but it will take years to complete.

It is possible to convert spg to chanote but I am not sure about the period. However, this new policy is inteneded to speed everything up. When the Land Dept visits your district, the spg owner can present the document to the officials and have it upgraded to chanote without the wait. Also, often there is some land in villages that is recognized by the villagers as belonging to "so and so" although "so and so" does not have any docs to prove ownership. This new scheme will allow for issuance of chanote for such property to the claimant ("Mr. so and so") provided confirmation is given by the village headman, kamnan, etc. and "so and so's" claim is not disputed by other villagers.
