War room launched in Map Ta Phut

Operators in Map Ta Phut today launched the war room and the environmental patrol team to collaborate with the Industrial Estate Authority of Thailand in monitoring the area around the clock.

Baworn Wongsinudom, chairman of the Map Ta Phut Plant Manager Club, said the move followed two gas leaks. Community leaders would be invited to join the team in the future. The team will notify the IEAT as soon as unwanted events happen and rush to the scene.

He said that all plant managers are ready to give full cooperation to prevent any more mishaps, to ensure safe and peaceful coexistence of industrial plants and communities.

Inspection teams don't find origin of gas leak in Map Ta Phut Industrial Estate plants

RAYONG: -- Four teams of industrial inspectors were unsuccessful in finding the origin of the recent gas leak at the Map Ta Phut Industrial Estate, and the Rayong governor has ordered a new investigation with help from the police.

The four inspection teams consist of officials from the Map Ta Phut Industrial Estate, agencies concerned and representatives from the local communities. The three-day inspection at 17 plants could not identify from where Saturday’s gas leak came from. Six workers were sent to hospital in the incident.

The governor of Rayong ordered a repeated inspection conducted at a few plants, with the being asked to join the fact finding team.

Several chemical leak incidents have taken place in Map Ta Phut Industrial Estate in recent weeks, especially after the Administrative Court temporarily suspended 76 industrial projects in September.

So far only 11 of the total 76 projects were allowed to continue their operations while 65 remain closed until a full court hearing takes place and resolves the matter.

A four-party panel chaired by former prime minister Anand Panyarachun ppointed last month to resolve problems in the area is expected to advise the government late next week on how to assist the 65 suspended projects and speedily set up an independent body to further discuss differences.

Tasked with accelerating the government’s overall response and balanced assessment as an independent body under Article 67 of the Constitution, the committee will be established to ensure that each project conducts an environmental impact assessment (EIA) and a health impact assessment (HIA).

This facility needs more than a team of monitors. It needs to be monitored by equipment that can identify leaks, it needs to have safety shut off valves and all the other things to prevent and minimize accidents. Then residents need to be moved out of the vicinity of the plant.

Sorry sir but that would be too simplistic and obviate others from making bonus money , I would have thought that concentrating on the area where workers fell sick would have been a good place to start .

Would not the measures you mention have been implimented whilst construction was taking place ? I will not mention the obviouse , too many boot stud holes in my back already .

It needs facility designers and scientists looking for this, not managers and beaurocrats

and concerned citizens, are welcome as monitors, but certainly most wouldn't now a

safety valve from an automatic over-pressure release petcock.

Why not a 'Emergency Coordination Room' or something less military sounding.

That's clearly another nail in the coffin of the hub of the war rooms. I can feel a crackdown coming !

It's sad to see that inspectors cannot (or may be should not ?) locate the leaking point. What about they just shut down the place until they locate the leak. That would surely motivate the industrials to help !

It should have started with every plant owner includes environment management in their investment as required as by laws, and Corporate Social Responsibility. Then Gov. Agencies and local people can let them run the plants. That has never happened, and now the Gov and Big Enterprises are threatening us with national losses, when most are blocked by the Admin Court decision. We do not see good governance from both Gov. and Big Multinational Corporates. How and why is that?
