That's either secondhand or not a genuine HP adaptor.

Genuine power adaptors and batteries for laptops are quite expensive.

Edit: Having said that, generic adaptors usually works fine, so the 850 baht adaptor probably works fine.

Do these adaptors also function as a kind of buffer against black-outs, or is this integrated in the battery ?

That's in the battery. If you use the laptop without battery just plugged into the adaptor it will turn of instantly at a power outage.
