With the situation with the Mekong and China, I was wondering if crossing there into Laos is still possible? Since it's by ferry only right? No bridge there yet? Unless I totally misread some sites. lol I only know of the two bridges to the south.

I have a friend who's backpacking her way up north and she was hoping to cross over through there and head to Luang Prabang.

Yes, crossing from Chiang Khong to Huay Xai is fine. A small ferry boat "every five minutes". Just the slowboat to Luang Prabang is canceled. But, there is a new VIP bus direct Huay Xai to Luang Prabang. The BaanRimtaling Guesthouse near the Chiang Khong bus stop has information.
