Report Taxi Driver Arrested in Hanoi for Extorting Ethnic Minority Passengers

His actions against two ethnic minority passengers have sparked widespread attention and criticism. The incident began last Friday afternoon when Giang Ho, a 25-year-old ethnic Hmong man from Muong Khuong District in Lao Cai Province, and his 32-year-old aunt, Cu Mua, planned their journey home. They used a ride-hailing app to take motorbikes from the National Children's Hospital to My Dinh Bus Station in the Vietnamese capital. Upon arriving at the station, they were approached by two motorbike taxi drivers. These drivers offered to take them to Pham Hung Street, claiming their bus had already left the station. Naively trusting the drivers, Ho and his aunt accepted the offer. After travelling just about a kilometre, one motorbike driver informed them that the bus was already on the expressway to Lao Cai and suggested they take a taxi to catch up. This manoeuvre seemed part of a coordinated scheme to exploit the passengers. To their dismay, the duo was charged VND700,000 (approximately $26.83) just for the motorbike journey and the subsequent taxi ride. Anh, the taxi driver involved, drove them roughly 30 kilometres towards the expressway and then demanded an exorbitant VND4.2 million ($161). When Ho protested that payment had already been made to the motorbike driver, Anh threatened to take them back to My Dinh Station unless they paid the demanded amount. Feeling cornered, Ho resorted to borrowing money from relatives to pay Anh under duress. Once they left the taxi, Ho and Mua began walking along the Noi Bai - Lao Cai Expressway. Fortunately, they encountered a compassionate driver who offered them a lift to catch their bus. This driver recorded their distressing ordeal, capturing the details of their story, which he then shared on social media. The video quickly went viral, drawing significant public attention to the exploitation faced by the ethnic minority passengers. It's important to note that standard taxi fares in the region vary according to company and vehicle type but generally range from VND10,000 to 12,000 for the first kilometre or two, with subsequent kilometres costing VND11,000 to 15,000. Hence, a legitimate 30-kilometre journey would typically cost no more than VND400,000, starkly highlighting the extent of overcharging. Authorities have taken swift action, arresting Anh and others involved in the scheme.
