He had been living in Thailand for eight years. I don't know of any travel insurance policy that will cover someone out of the country for so long. Working in Koh Samui as a dive instructor... my guess is he had no work permit either.

Sorry Moderators, please remove this thread, as I just noticed the story on another thread.

Why would a "Thai resident for eight years" have "Travel" insurance....surely at that point you'd just have regular domestic health insurance.
