Visitor Visa To Uk

I was hoping you could help.

My sister in law ia in the middle of applying for a visitor visa to the Uk but not sure where to apply.

Is it still the Embassy in BKK or do you apply to the border agency and if so where are they located.

With the greatest of respect she should have already read the basics like this if she "in the middle of applying for a visitor visa to the Uk".
