April 30, 201016 yr This might be different in Laos than Thailand. A quick Google gave me this: http://www.worldtravelguide.net/country/14...-Asia/Laos.html However, because 3rd May is substitution in Thailand (seems not the case in Laos), they might close the consulate in Vientiane (if you were talking about the Thai consulate, of course).
April 30, 201016 yr Who made it an official holiday? This was never observed in Thailand as it was considered a Communist holiday. I believe recently it is now a labor holiday for public but not Government. But in the case of another country believe it may well be observed as usually diplomatic facilities are closed on local holidays as well as home country holidays.

In the 23 years that I have been around Thailand May the 1st has always been a public holiday for both the private sector and the government sector.
April 30, 201016 yr I just checked my diary. In there it is a bank holliday, but not a government holiday and there is no subsititution. But in Laos it is a public holiday and the consulate should therefor be closed.
