If Thailand is really serious about reform and reconciliation, then these are some of MY Road Map suggestions.. (I'm sure to think of more later!)

1) Fire and Arrest EVERY Corrupt and Incompetent Police Officer, starting at the Top Down. Institute an immediate training program in their Job Function, which is Crime PREVENTION and Protection of the People. Raise their pay scales to a 'livable' wage.

2) Same for the Armed Forces!!! Start with the Generals in "Inactive" Posts! Give those remaining effective training in Crowd control, and the tools to do their job competently.

3) Don't forget the Politicians... Vote-Buying and Corruption are CRIMINAL Offenses.. Lock them up and throw away the key!

4) Institute compulsory Comparative Politics, Civics and Social Studies classes in all levels of education from Primary through University. No degree should be granted without proof that the courses were taken, understood and passed. (Note that I said "Comparative".. this is not an excuse for Propaganda!)

5) Start a Real reform of the Educational system within the next year. Make it a Priority and assign the most competent minister in the cabinet.. and make it a position that has a life of the term of the Government. DON'T Reshuffle the position unless for incompetence. Continuity is required when instituting change. No change in a society can ever be effective with an educated populace.

6) Make every Member of Parliament subject to Recall or Impeachment by their constituency. Which would also require #7 to be implemented.

7) Get rid of the "List" system. Politicians that are not directly elected and answerable to their electorate are not responsible at all, unless it is to themselves!

8) Allow a real free and open Media... Stop censorship laws of all kinds. The only threat to be protected from is an uninformed electorate.

9) Rewrite and make clear the 'Lese Majeste' statutes. Only DIRECTLY effected parties should be allowed to bring charges. Third parties MUST be barred from this destructive power!

10) Make the Motto of all public servants at every level...

"We serve the People of Thailand. They are our Bosses and pay our salaries through their hard work and the taxes they pay. We will think logically about the impact of our decisions and not act without considering the impact on those we will affect most, whether citizens, residents or visitors. Nepotism, Corruption and Incompetence are NOT part of our Job Description. Our positions are earned through our deeds and accomplishments, not given because of our connections or social position. We will strive in our every action to better the lives of our fellow citizens and to make the environment and living spaces around us free from pollution, deadly obstructions and safe to occupy in our daily lives."

I could keep going... but this would be a good start, I think.
