7 Bangkok districts to be declared disaster zones

Bangkok Governor MR Sukhumbhan Paribatra said Friday that the Bangkok Metropolitan Administration will declare seven Bangkok districts as riot-affected disaster zones to speed up alleviation to affected people.

The seven districts are Klong Toey, Bang Rak, Sathorn, Rajthevi, Din Daeng, Pathumwan and Vatana.

Sukhumband said he will sign an order later the day to declare the disaster zones.

He said the BMA will set up relief centres in various areas to provide assistance to affected people.

Bangkok picking up its pieces, with CRES Rehab Center set up at 3pm

Government Spokesperson Dr Panithan Wattanayakorn stated that a rehabilitation center for damaged businessed is to be set up at the Center for the Resolution of Emergency Situation (CRES) at 3pm today.

Security officials are currently in the process of clearing the ex protest sites, still keeping journalists and civilian volunteers out in many areas until the search is complete. Din Daeng Triangle is the most dangerous area according to a police commander.

Makkasan area is now open for members of the press. In Rajprarob, all ground security is completed, with only some tall buildings left, expected to be completed by today, before handing the area over to the Bangkok Metropolitan Administration (BMA) to clean up.

Meanwhile, Bangkok Govorner MR Sukhumbhand Boriphat is set to supervise the recuperation of the neighbourhood of Pathumwanaram Temple this afternoon.

Probe underway for three schools torched despite curfew

Education Minister Chinnaworn Boonyakiart on Friday formed two panels, one in charge of fact-finding related to the arson attacks of three schools in the Northeast and another responsible for assessing the damage.

During the first day of curfew on Wednesday, two arson attacks were reported in Nong Khai and Yasothorn.

Ban Tha Chiang Krua School in Nong Khai's Seka district was burned down. The arson happened at Ban Yang Krue Nong Thom School in Yasothorn's Muang district.

During Thursday's curfew, Ban Wang Keng School was torched at Khon Kaen's Nam Phong district.

Two M67 grenades found in pick-up truck of red-shirt guards

Two M67 grenades were found in a pick-up truck in a car park of Maneeya Building on Ploenchit Road near Rajprasong Friday, Khunying Pornthip Rojanasunant, director of the Central Institute of Forensic Science, said.

The pick-up truck has Sarabuir registration.

She said officials also found communication radios and an identification card of a red-shirt guard as well as an expired employee card of Sheraton Siam Thani Hotel. The employee card carries the name of Prasopchoke Watcharaparn.

Arisman hiding out in Khon Kaen

Arisman Pongruengrong, one of the last remaining red shirt leaders who has yet to turn himself in, is reported to be hiding out in Khon Kaen.

Arisman, a former pop-star turned politician, says he will only turn himself in to authorities if the state of emergency imposed by the government is lifted.

Arisman negotiating to surrender

Red-shirt leader Arisman Pongruangrong is still hiding in Thailand and has contacted to negotiate the terms for his surrender, police spokesman Lt General Pongsapat Pongcharoen said on Friday.

Arisman fled the Rajprasong rally site before the security forces moved in to end the protest on Wednesday. He is wanted on charges related to terrorism and the violations of the emergency rule.

The fugitive suspect is expected to be in a deeper legal predicament than other red-shirt leaders. He was involved in the Pattaya raid last April which caused the collapse of the Asean meeting and the Summit of Asian leaders.

MRT to resume services this Sunday

Bangkok's subway system, the MRT, is set to open for service again after suspending all services this past Thursday.

The subway has also been shut today and has announced one more day of closures tomorrow (Saturday).

The MRT will be open from 8 am -8 pm on Sunday, operating at all stations.

Bail applications for 114 red shirts denied

The Southern Bangkok Court on Friday denied the bail applications for 114 red shirts facing charges relating to terrorism and the emergency rule.

Following the hearing, the court approved the remand of the 114, named as accomplices to cause the mayhem since Wednesday, for six days until next Wednesday pending the completion of the police report.

Of the 114, 34 are being held at the Naresuan base in Cha-am, Phetchaburi, 45 are at the detention centre of the Border Patrol Police Region 1 in Pathum Thani. The remainders are under the police's custody at Pathumwan and Lumpini police stations.

Today, at 14:00 hrs the Prime Minister addressed the nation via a televised speech. Below is the full transcript of his speech in English.

"Ladies and Gentlemen,

We’ve restored order in the capital of Bangkok and the provinces of Thailand. We’ve been able to do this with the cooperation of government officials, volunteers and, of course, the people of Thailand. We’ll continue to move swiftly to restore normalcy. And we recognize that as we move ahead, there are huge challenges ahead of us, particularly the challenge of overcoming the divisions that have occurred in this country.

Let me reassure you that the Government will meet those challenges and overcome the difficulties through the five-point reconciliation plan that I’ve previously announced. That plan is based on the principle of participation, democracy, and justice. We’ll allow the due process of law to operate and use our parliamentary democracy to resolve the problems with the participation of all groups of people. At the same time, that plan will include an independent investigation of all the events that have taken place during the protests. So you can be assured that the government has every intention of moving the country forward, restore order, make sure that our recovery is well on track, and that we’ll do so in a transparent manner.

Thank you very much.”

Abbot of Pathumwanaram temple expresses sadness at weapons found

The abbot of Pathumwanaram where many women, children and elderly people took refuge in recent days during Bangkok's clashes, has expressed his sadness at the discovery of weapons found in the temple area.

The abbot said that from the beginning of the rally, demonstrators asked to use the temple's facilities. Women, children and the elderly as well as other demonstrators used the temple's toilet facilities. The abbot also said some elderly women were known to sleep in the nearby parking lot.

The abbot has said he was not involved in the concealment of weapons in his temple.

The abbot added that from now on the temple will have to be more wary of those who pass through its doors. This is a change from the former attitude which welcomed all visitors and those who took refuge inside the temple, regardless of their political allegiances.

Police gather at red radio station 97.15 FM

5 police vans have been reported waiting at Samrong in front of the red shirt radio station, 97.15 FM.

The police are armed with anti-riot gear, however they are not currently using it. The situation, for the moment, appears calm.

New semester to begin on Monday or a week later

An Education Ministry meeting Friday agreed to allow all schools in Bangkok to start their new semester on Monday except 28 schools located in "red zones" or special control areas that will be allowed to start on May 31.

The special control areas are considered to be risky for students to travel to. Many of them are still being cleaned up after the clashes between troops and antigovernment protesters.

Damaged Thailand considers the future

After a brutal two months, with dozens of people killed in a political battle which seemed out of control, some Thais fear their society has been irrevocably damaged.

In the immediate aftermath of the military's move on the anti-government red-shirt protest camp, worrying talk sprang up of a threat of civil war and widespread insurrection.

People spoke of the burning hatred and division now marking Thai society.
