If the notice stapled in my passport from my last 90-day reporting says to notify my address today (Wednesday), what is the last day that I can go to CW and file my form in person to avoid paying a fine?

Is it Tuesday next week, or Wednesday?

(An extra day would help in my case as I have something else to do at immigration and this Friday is a public holiday)

Yep, Tuesday it is. I just did mine yesterday (5 days early), and the Immigration clerk said they'd rather have people come in before rather than later, in case something in their paperwork is screwed up, they won't feel too rushed. It really was said in a helpful voice. That's decent, because for me it's 120km or so round trip.
