It seems I will need this for buying a motorbike in thailand. what is a non immigrant O visa?

You need a Non-immigrant Visa to buy a motorbike. Doesn't have to be an "O" type, can be any type. As long as it is a non-imm Visa. This is a Visa for people who are in Thailand long term for business, family, work, retirement, etc.

two of my friends are on tourist visa and they bought one each from honda. honda just wanted proof of residence and some paper signed by their landlord.

Yes they sell and you can buy a bike without any visa. The thing however is that by law you need non-immigrant visa to register the bike under your name.

And yes, there is always someone's friend who managed to get the registration done without the correct visa. But that does not mean everyone can.

Edit: your mates should check if they own the bikes or are they driving their landlords bikes...

I think their landlord owns 'their' bikes.

OR, the bikes aren't registered - so they will 'belong' to the police if they ever get pulled over.

OR, someone told me motorcycles under 150cc don't have to be registered. Not sure I believe that.
