I was discussing visa options with a friend and what he said seems to completely go against what I know about the visa laws.

Yet he seemed convinced and a 3rd party backed it up.

What was said:

Vientiane will not give out tourist visas, not even single entry.

Instead they issue non-O visas (double entry) which give a 60 day stamp at the border, extendable by 30 days.

As far as I know, every other thai embassy/consulate will issue 60 day (extendable) tourist visas and (if eligible) single or multiple entry non-immigrants. Non-imm visas give 90 days every entry.

Can anyone with recent experience SPECIFIC TO VIENTIANE confirm or deny these facts.

It would not surprise me at all, I am aware that consulates rarely talk to each other and always have there own interpretation (making up) of the law.

No such visa type exists.

Total nonsense. Vientiane issues both single and two entry tourist visas every day. They do not issue a two entry non immigrant O visa and such a visa would not be stamped for 60 days.
