Shared webhosting is usually overloaded to the point of collapse. The advantages of a VPS can be (if its a quality company - and check the terms):

* You get some dedicated resources to call your own (RAM etc), so your site won't be perpetually overloaded and will perform better.

* You aren't exposed to the collective security vulnerabilities from a multitude of sites on the server.

* You can do what you want - set up shell access and key based authentication, any other infrastructure you want etc.

* If you ever need more resources you just tell the company and within minutes you have them.

The disadvantage is that there's a bit of a learning curve in learning to administer a VPS, although many companies offer a GUI interface like WHM, which is basically the same sort of thing as cPanel but for managing the server (usually bundled with cPanel for managing the individual accounts). The extra cost is well worth it when you factor in time wasted trying to deal with a budget webhost. I put my work site on a VPS a few years ago and runs like a dream compared to when it was on shared hosting.

Futurehosting.biz is an excellent VPS provider and usually respond to help tickets within 15 minutes 24 hours a day. They aren't as cheap as the offer you have but they are a high quality service.

It is more about what provider you use.... for a personal blog i think a VPS is overkill but that's just me...

I use 34sp.com for 2 sites and they are ok but as with most providers you have to tell them when things are getting slow... I check every hour...

I have one site at One.com. Uptime is ok, response quite slow but stable. Everything else about one.com sucks... no ssh, no cron. They don't check your site at all and the site I run there was hacked, I took over to fix that problem... 34sp.com check stuff like that...

You can also host it yourself, I have better up time and better response time on my own server in the kitchen... but that is right now... it's enough that the rain start and it may be the opposite.

The bandwidth is also limited if you host it yourself unless you have an expensive pack but for a personal blog It should be ok. If you think http://home.siamect.com is too slow then it is not for you... I have a true 12M/512k pack

You need a static ip or a dynamic DNS service...I use freedns.afraid.org They are very good.

And after months of perfect service and just when I say afraid.org is good they start to have a problem. Timeout on DNS queries:

A user of afraid.org had a domain that around 7:30 AM PST came under attack, with many gigabits of malicious traffic at its peak directed to all afraid.org DNS servers. The attack is still in progress at the time of this writing, but has been reduced significantly.

I think they are still very good but be aware that this can happen...
