We are going to move from Thailand to China and now we are trying to find a government pet clinic, who can issue the official documents for our cats: rabies vaccination certificate and health certificate.

Do you know any clinic? Probably in Bangkok. We are living in Hua Hin, but I don't know any government clinic here.

I have a 4 year old dog and my private pet clinic gave me a book with stickers from every injection she's had in her life, along with his license number, signature on each injection, clinic information etc. I don't know anything about a government clinic though. Where have you been taking your pets for checkups? They should have records.
