Does anyone have contact information for travel agents who specialise in flights to Russian cities from Utapao or Suvarnabhumi airports? Regular or charter flights. Or where i could find such people.

Google "russian airlines". Try any of the dozens of internet based airline search engines. I flew to Russia about 3 years ago. Got the cheapest flight on S7. It was a code share with Thai Air! Great flight.

Utapao's flights are primarily all inclusive charter flights originating in Russia...and actually, many are from places like Uzbekistan, Kazakhstan, etc. Not really from Moscow or St. Petersburg.
