As per the title, let's assume (for whatever reason) you are not granted a 60 day visa. Is your passport marked in anyway to reflect this decision?

How long would one have to wait before re-applying?

Could one still fly in and obtain a 30 day, "stamp on arrival", given the above scenario?

What is the minimum time one needs to be out of the Kingdom before one can return on a stamp on arrival? A few days? A week?

It doesn't keep you from applying at another location, visa exempt entry not a problem if you're from one of the elgible countries. No limit on how long you have to remain outside the country, can fly out and return the same day.

...or travel to Burma, Laos, Cambodia or Malaysia and return the same hour. But entering at a land crossing, you will only receive a 15 day period of stay if you don't have a visa.

A consulate does not write any remarks in an applicants passport when a visa is denied.

Maestro, what about the red stamps from Penang? They put it in your passport or not?

The stamps that Penang and Vientiane have used were of the 'don't bother coming here again' type rather than indicating they had refused a visa issue. It was normally provided when you received that last visa they intended to issue you.
